The Ozomatli conga line caused quite a stir at last year's South by Southwest.
Three band members and a manager were arrested for violating the city's noise ordinance.
"A lot of times we'll get a crowd out on the streets. You mix alcohol and crowds and you don't know what's going to happen," Austin Police Commander Don Bredl said.
"You hate to see that happening especially when you have tourists in town," commission member Angela Gillen said.
Austin's music commission wants to make sure this year's festival is less controversial. Music leaders have been meeting with the Austin Police Department to open up communication.
"It's been very productive. They've come up with some concerns they had and we came up with some concerns we had. I think we're working well together on this one," Bredl said.

 The organizations have met to talk about the rules for this year's music festival.

This year some rules have changed. Officers will now have to contact an APD supervisor before taking action with unruly musicians. Musicians are asked to confer with SXSW management with any unplanned performances.
"My supervisors will be briefed along with SXSW supervisors. We'll have communication with them 24/7," Bredl said.
Everyone involved hopes better communication will allow everyone to have fun while abiding by the law.
"The proof will be in the pudding," Gillen said.
