Troubled Waters: Regional cooperation drying out
(Part 1) In 1997, the Texas Legislature developed a water development plan that divided the state into 16 regions. The bill was supported by the idea that water-rich regions would help water-poor regions; however the spirit of that idea does not always withstand the demand for an increasingly vital commodity.
